Synopsis of Special Meeting on Feb. 3, 2025

The Board approved the addition of a Manager of Finance position to the District’s organizational structure at the K̓wsaltktnéws ne Secwepemcúl’ecw School District No. 83 Board of Education Special Meeting on Monday, February 3, 2025.

Superintendent Donna Kriger explained that the Finance Department has experienced staffing fluctuations over the past decade. The current team consists of a Secretary-Treasurer, Director of Finance, and Payroll Manager, who are supported by staff handling daily operations.

Changes by the Ministry of Education and Child Care, including the increased number of special purpose funds, have significantly impacted reporting requirements at both the district and school levels. The growing demands of compliance reporting, the need to support school clerical staff in managing substantial school-based funds, heightened requirements in Auditing Standards, changes to asset retirement obligations, and the increasing need for shared oversight within the Finance Department have placed significant strain on the current leadership structure. As a result, the Director of Finance’s responsibilities have expanded beyond a sustainable level.

With the District’s Secretary-Treasurer currently on leave, the Finance Department faces additional challenges. As an amended budget is being prepared and the new annual budget cycle approaches, the current structure is unable to meet legislative requirements. Kriger emphasized, “There is no conceivable way for one person to balance and manage all of these responsibilities, so we are asking that the Board of Education approve the addition of a Manager of Finance to the District organizational structure.” 

Trustees expressed support for the recommendation to add a Manager of Finance position. The goal is to have the new manager in place by the end of March which will be an additional cost to the Board in the current budget year.

Trustees approved the recommendation and expressed appreciation for the Finance Department’s additional work.
